The UN Convention on the Rights of Persons with Disabilities has been ratified by countries worldwide, including Luxembourg. The right to inclusive education is mandated in the Convention, yet it must be transferred into national, state, and local legislation—and implemented in contrasting special and inclusive education systems. All schools in Europe face the challenge to develop inclusive cultures, practices, and structures. Which factors enable such fundamental reform processes? Success in inclusive education depends on the practices that teachers use every day to foster learning among diverse learners in their classrooms.
The first of three annual project conferences, the Luxembourg conference has been organized collaboratively between Luxembourg’s University and Ministry of Education (MEN) to provide opportunities to share experiences and knowledge about special and inclusive education across Europe and in Luxembourg.
